High-Security Registration Plates (HSRP) are a standardized number plate system introduced by the Government of India to curb vehicle theft, ensure authenticity, and improve road safety. Unlike traditional plates, HSRPs are made of aluminum, contain tamper-proof features, and follow a uniform format across the country. The Ministry of Road Transport and Highways (MoRTH) mandated HSRPs for all vehicles registered in India before and after April 2019. The primary objective is to create a centralized and secure vehicle identification system that is hard to manipulate.
A High-Security Registration Plate is a specialized vehicle number plate made from aluminum and secured with specific features that make tampering and duplication difficult. It includes a chromium-based hologram, a hot-stamped IND inscription, and a laser-etched permanent identification number. It is installed with non-removable snap locks at authorized centers to prevent unauthorized removal or reuse.
Chromium-Based Hologram: Positioned on the top left, this hot-stamped hologram helps prevent counterfeiting.
IND Inscription: A blue-colored, hot-stamped "IND" denotes that the vehicle is registered in India.
Laser-Etched Code: Each plate contains a unique 10-digit laser code linked to a central database.
Snap Locks: Tamper-proof, non-reusable rivets secure the plate to the vehicle.
Rear Plate Sticker: A color-coded sticker on the rear windshield contains registration details, fuel type, and validity.
As per Rule 50 of the Central Motor Vehicles Rules, 1989, HSRP became mandatory for all new vehicles sold after April 2019. In addition, older vehicles registered before this date must be retrofitted with HSRPs to remain compliant. State transport departments and regional RTOs oversee the implementation and enforcement of this mandate.
Failure to affix an HSRP can result in a fine ranging from ₹5,000 to ₹10,000 under the amended Motor Vehicles Act. Enforcement varies by state, with some regions launching dedicated drives to check compliance and issue challans for violations.
The introduction of High-Security Registration Plates offers several advantages from the perspective of security, administration, and public convenience.
Curbing Vehicle Theft
HSRPs make it significantly harder for criminals to change or duplicate vehicle registration numbers. Since the plates are fixed using non-removable rivets and contain unique identifiers, stolen vehicles are easier to trace and harder to resell or reuse illegally.
Nationwide Uniformity
Before HSRPs, number plates varied by state and vendor, leading to inconsistencies. HSRPs standardize this process, ensuring that all vehicles follow the same format and security specifications across the country.
Easy Law Enforcement
Law enforcement agencies can track vehicles more easily using the laser-etched codes, which are linked to a national database. This helps in identifying unregistered vehicles, enforcing fines, and tracking stolen or suspicious vehicles.
Digital Integration
The integration of vehicle data with central and state transport databases allows for better coordination between different authorities. This enables digital challaning, emission tracking, and real-time monitoring of vehicle records.
HSRP installation is usually handled by authorized vendors or vehicle dealerships. The process includes verification, booking, fitting, and confirmation through SMS or email.

Enter Vehicle Details: Fill in your vehicle registration number, chassis number, and engine number.
Choose Fitment Location: Select a preferred dealer or RTO center for physical installation.
Make Payment: Online payment is required, usually ranging between ₹300 to ₹600 depending on vehicle type.
Receive Appointment: You’ll get an SMS/email confirmation with the date and time of the installation.
